1:01 NAME |
 |
|
1:01:01 This
organization shall be known as the Sacramento Youth Soccer League,
also referred to as SYSL. |
 |
| 1:02
PURPOSE |
|
1:02:01 The
purpose of this League shall be to: |
 |
A. Provide a program of
organized recreational soccer for
all children of the SYSL territory.
B. Provide the opportunity for interested and more skilled
children to play soccer at the competitive level,
and
C. Promote the sport of soccer by keeping the League membership
informed of soccer happenings.

1:02:02
Children
playing soccer is the most important goal of this league.
Fulfillment of these goals is to be brought about by setting an
atmosphere of friendly competition in which sportsmanship,
learning and playing soccer are held foremost. Anything which
detracts from this atmosphere should be strongly discouraged. |

BOUNDARIES |
|
1:03:01 The
boundaries for this League shall be as follows:
On the north:
The Sacramento River from the Sacramento By-pass to the American
River, east along the American River to the eastern boundary of
California State University, Sacramento;
On the east:
The eastern boundary of CSU, Sacramento south to Folsom Boulevard,
east on Folsom Boulevard to Jackson Road to Elk Grove-Florin Road,
south on Elk Grove-Florin Road to Gerber Road, west on Gerber Road
to the Southern Pacific Railroad tracks, south along the railroad
tracks to Calvine Road;
On the south:
Calvine Road west to US-99, south on US-99 to Sheldon Road, west
on Sheldon Road to the Western Pacific Railroad tracks, north
along the railroad tracks to the Sacramento City Limits, west
along the city limits to the Sacramento River;
On the west:
The Sacramento By-pass from the Sacramento River to the eastern
boundary of the Yolo By-pass, south along the Yolo By-pass, east
from the Yolo By-pass to Davis Road and along Davis Road to the
Sacramento River, south along the Sacramento River to the southern
Sacramento City limits.
1:03:02 The non-contiguous boundaries of the outlying area
bounded by the geographical area designated as the Dixon Unified
School District on the East, North and West, and Midway Road to
the South. |

AFFILIATION |
|
1:04:01 This
League shall be an affiliated branch of and comply with the
authority of the California Youth Soccer Association-North (CYSA-N);
the United States Youth Soccer Association (USYSA); the United
States Soccer Federation (USSF); and the Federation Internationale
de Football Association (FIFA). |

AUTHORITIES |
|
1:05:01 This
League shall be governed by its Constitution, Bylaws and Rules and
Regulations, except when superseded by CYSA.
1:05:02 The governing
authority of this League, whose powers shall be designated in the
By-laws, shall be vested with the Board of Managers of this
League.
1:05:03 The Governing
Board, hereinafter referred to as the Board
of Managers, shall be comprised of a representative of
each affiliated Club and the seven (7) Executive Board Officers:
President, 1st Vice-President, 2nd Vice-President, Secretary,
Treasurer, Registrar and Sacramento United Administrator.

MEMBERSHIP |
|
1:06:01
Membership in this League shall be by affiliated Club. A Club
shall consist of four (4) or more recreational teams.
1:06:02 All members shall
abide by the Constitution and By-Laws of this League, all Rules
and Regulations as set forth by the Board of Managers, and all
applicable rules and regulations of the Association with which
SYSL is affiliated.

ANNUAL MEETING |
|
|
1:07:01 In
March of each year, the President shall call for an Annual General
Meeting (AGM) of the membership. Notification and an agenda shall
be sent to the membership fifteen (15) days in advance of the
meeting. Agenda items must be received by the Board of Managers
thirty (30) days in advance of the Annual General Meeting.
1:07:02 The order of business at the Annual General Meeting
shall be as follows:
A. Call to Order
B. Roll Call
C. Approval of minutes of the previous month's Board of Managers
meeting
D. Proposals for changes of the Constitution, By-Laws, and/or
Rules and Regulations
E. Election of Executive Board Officers, except for the
Sacramento United Administrator
F. Reports:
1. District
Commissioner
2. President
3. 1st Vice-President
4. 2nd Vice-President
5. Treasurer
6. Registrar
7. Sacramento United
Administrator
G. Unfinished business
H. New business
I. Credentials report and election results
J. Good of the game
K. Adjournment
1:07:03 Each affiliated
Team, each affiliated Club and each member of the Executive Board,
in good standing, shall be entitled to one (1) vote. Voting shall
be restricted to those affiliated Teams and affiliated Clubs which
have been registered during the current season. Voting by proxy
shall not be allowed. The President shall cast a vote only in the
case of a tie.

CHANGES |
 |
|
1:08:01 Each
affiliated Club shall submit proposed changes to the existing
Constitution, By-Laws, and Rules and Regulation of this League, to
the SYSL Rules and Revisions Committee. These proposed changes
shall be submitted by the first (1st) of December preceding the
Annual General Meeting.
1:08:02 The Rules and Revisions Committee will report to
the Board of Managers at their January meeting on the changes that
have been proposed.
1:08:03 Amendments to the Constitution, By-Laws, and Rules
and Regulations of this organization shall be voted on at the
Annual General Meeting. Proposed changes shall be mailed to all
registered adults at least thirty (30) days prior to the Annual
General Meeting.
1:08:04 An amendment to the Constitution and By-Laws shall
be deemed adopted by an affirmative vote of two-thirds (2/3) of
the votes cast at the Annual General Meeting.
1:08:05 An amendment to the Rules and Regulations shall be
deemed adopted by an affirmative vote of a simple majority of the
votes cast at the Annual General Meeting.
