| 3:01
REGISTRATION PROCEDURES |
 |
|
3:01:01 Players may
register only to clubs within their League of residence. (Out of League
players may register only with the consent of the Board of Managers on a
case by case basis.) Players seeking a release to play on a competitive
team (U-14 or younger) outside this League will only be considered if they
have attended current competitive tryouts within this league.
3:01:02 League registration requirements will be set forth by the
League Registrar and approved by the Board of Managers.
3:01:03 The minimum number of players required to register a team
with this League is seven (7) for Under-6 & Under-8, eight(8) for
Under 10 and eleven (11) for all other age groups.
3:01:04 No team shall have more than eighteen (18) players
registered at any time. Under-8 and Under-6 teams shall be limited to
thirteen (13) players and Under-10 rosters may not exceed fourteen (14). |

| 3:02 FIELD
REQUIREMENTS |
 |
|
3:02:01 Each Club shall
provide one (1) field in accordance with FIFA Law 1, for registered teams
in the following categories:
A. One regulation field for
every eight (8) registered teams in age groups
Under-10 through Under-19.
B. One Under-8 field for every eight (8) registered teams in the
Under-8 age
group and Under-6 age groups.

3:02:02 The regulation field of
play and appurtenances shall be as shown in the accompanying diagram. The
goal shall be eight (8) feet high and eight (8) yards wide. All
measurements on the diagram are in yards unless otherwise indicated.
3:02:03 The Under-8 field of play and appurtenances shall be as
shown in the accompanying diagram. The goal shall be six (6) feet high and
six(6) yards wide. All measurements on the diagram are in yards unless
otherwise indicated.
3:02:04 In addition to standardized
markings for soccer fields, all fields will be required to mark a
spectator and coach line on each side of the field. The spectator line
should be three (3) feet from the touch line and run from penalty area to
penalty area.

| 3:03 PLAYER
PASSES |
 |
|
3:03:01 All players
shall present their player passes to the Referee prior to participation in
the game. All passes are to be returned to the coach or manager of the
team at the conclusion of the game, unless a player is ejected. All
retained passes are to be forwarded to the PAD Committee Chairperson
immediately.
3:03:02 If a player does not present a player pass to the Referee
prior to entering the game, he/she may not participate in that game. |

| 3:04 RULES OF
PLAY |
 |
|
3:04:01 The rules of
play shall be the Laws of the Game as
established by FIFA. All contests sanctioned by this League shall abide by
the Laws of the Game and the modifications
published by this League and CYSA.
3:04:02 The home team is responsible for the following:
A. Where colors of uniforms are
similar, the home team must affect a change to colors which
are distinct from those of the
opponent. The goalie uniform shall be distinct from all other
uniforms on the field.
B. The condition of the grounds, the proper field markings and
proper equipment. Nets and
corner flags are required.
C. Deliver or postmark, within forty-eight (48) hours, the
Referee Game Report card (unless
there has been an ejection) to
the current PAD Committee Chairperson as indicated on
the game card.
D. Notifying the opposing coach when a scheduled game is
canceled.
E. Providing the Referee Game Report card.

3:04:03 All coaches are responsible
for the following:
A. Must have a game ball.
B. The behavior of their team and spectators.
C. Cleaning up all litter before leaving the field of play.
D. Reporting the results of the game to the Standings Committee
representative within
twenty-four (24) hours of
completion of the game.
E. Notifying Club Manager and PAD Chairperson, within 48 hours,
of any ejection occurring
involving players or coaches from
their scheduled game.

3:04:04 All players must wear
numbered jerseys.
3:04:05 The coaches and referees must meet immediately prior to
each game to be played in order to specify any special Aground rules@
mandated by unusual conditions at the time of the game.
3:04:06 Referees and opposing coaches must be informed prior to the
start of the game of any player who will not play one-half (2) of said
game.
3:04:07 Prior to the start of the game, the Referee shall:
A. Require that both teams enter
all the appropriate information on the Referee Report card,
and that the coach or manager
verify that the information listed is correct.
B. Inspect the player passes of those players who are to
participate in the game and verify
their identity and that the
League Registrar's stamp is over the picture and/or that the
Player's pass has been laminated.
The Referee must allow no player into the game for
whom he/she has no pass or whose
name does not appear on the Referee Report card.
C. Make sure that each player's equipment is in proper order and
that no players are wearing
jewelry, hair styles, hair
adornments or other items which may cause injuries to
themselves or other players.

3:04:08 The Referee's judgment with
regard to the physical condition of the field and its acceptance for play,
to the actual happenings and occurrences related to the conduct of the
game and those prerogatives granted to him/her by the Laws of the Game as
published by FIFA, shall not be challenged.
3:04:09 No coach, substitute, player or spectator is to use a
mechanical device or air horn, except for medically prescribed vocal
enhancers.
3:04:10 Upon completion of the game, the Referee shall:
A. Sign the Referee Game Report
Card.
B. Require the coach or manager of each team sign the Referee
Game Report card, verifying
that the information entered on
the card is correct.
C. Submit the Referee Game Report card to the home team coach
for forwarding except
when there has been a Red Card
ejection.
D. In the case of an ejection, telephone the PAD Committee
Chairperson within forty-eight
(48) hours and postmark the
Referee Game Report card, the 24-Hour Ejection Report,
and the player pass, if
applicable, within the same forty-eight (48) hours.
E. A Club may be fined $20.00 for each ejection report not filed
in a proper manner.

3:04:11 All teams must notify the
PAD Committee Chairperson and their Standings representative when any game
is being protested.

| 3:05 UNDER-8
REGULATIONS |
 |
|
3:05:01 A game shall
consist of two (2) twenty (20) minute halves with a five (5) minute
half-time. Substitutions will be allowed at a throw in, only by the team
with possession of the ball, a goal kick by either team, at half time or
for injury with permission of the referee. Teams may elect to play four
(4) ten (10) minute quarters. This must be agreed on by both coaches at
the beginning of the game. If quarters are selected, substitutions may
only be made at the one (1) minute quarter break, at kick off after a goal
or for injury with permission of the referee. The coach may not enter the
field and the players who are to remain in the game may not leave the
field during the quarter break.
3:05:02 A maximum of seven (7) players per team may be on the field
at one time. |

| 3:06 FORFEITURE
OF GAME |
 |
|
3:06:01 The following
violations are grounds for forfeiture of the game in which they were
committed:
A. Any Team delaying the start
of a scheduled game more than fifteen (15) minutes without
the sanction of the proper
authority shall forfeit the game to the opponent by a score of 1
- 0.
B. In the event both teams do not show up for a scheduled game,
without the sanction of the
proper authority, and the referee
rules the ground playable, then both teams shall be
assessed with a loss.
C. If a player plays in a game and is not properly registered,
his team shall automatically
forfeit that game and may face
future disciplinary action by this League, depending upon
the nature of the violation. In
the case of a forfeiture, the score shall stand 1 - 0 against
the forfeiting team.
D. All registered players who have attended practice sessions a
week prior to a game must
play at least one-half (2) of
said game. Failure to allow a player to participate in one-half
(2) of said game will result in
forfeiture of the game by the violating team, providing the
protest procedure is followed as
outlined in these rules.

| 3:07 EJECTION
PROCEDURES |

|
3:07:01 If a Player is
ejected, then the Referee shall mail the Player's pass to the PAD)
Committee Chairperson within 48 hours, along with the Referee's game
report. That player is ineligible to play until the Player's pass is
returned to the Player's Coach.
3:07:02 If a coach is ejected the referee shall terminate the game.
The PAD committee will decide if the game is to be replayed.
3:07:03 The Referee's Game Report card must identify offending
persons sufficiently for the PAD Committee to maintain a record of
individual reasons for ejection. A Referee's written report of matters not
requiring disciplinary action (i.e. field conditions and equipment not
available) should be sent to the Club Manager responsible, with a copy to
the PAD Chairperson.
3:07:04 The Referee shall sign the Referee's Game Report card and
any written report with his/her credentials. The Referee's Game Report
card should show: CYSA registration number, USSF Referee Associate or
Class 1 or 2; or USSF State Referee-Class 1 or 2.
3:07:05 Red card ejections cannot be protested. The PAD Committee
will determine the penalty based on the report filed by the Referee
officiating the game and any reports filed on behalf of any concerned
party. However, no player will be allowed to appear before the Committee
for this purpose unless agreed to by the working quorum present at that
proceeding. |

| 3:08 PROBATION
AND SUSPENSION |
 |
|
3:08:01 The PAD
Committee may place on probation any Referee, Coach, or Player for
violation of any of the rules of CYSA or this League.
3:08:02 Referees, Coaches, and/or Players may be suspended from
regularly scheduled League games for the following violations:
A. Failing to play all
registered players who have attended and participated in
practice
sessions the week prior to the
game, at least one-half (2) of said game, except for
disciplinary purposes, illness or
injury, provided that notice is given to the opposing
coach and referee.
B. For playing a player who is not registered with SYSL and/or
CYSA.
C. For playing a player who is over age for the division in
which the team is registered.
D. For committing, while on probation, the same or similar
violations.

| 3:09 PROTEST
PROCEDURES |
 |
|
3:09:01 Protests or
official complaints of League rules violations during divisional or
tournament games must be filed with the Chairperson of the PAD Committee.
All protests must comply with the following rules:
A. The Coach of the opposing
team must be notified by the protester before leaving the field
of play. If a Referee's ruling is
being protested the Referee must be so notified at the end
of the game.
B. Referee decisions that are purely
judgment calls shall not be protested.
C. All protests must be telephoned within forty-eight (48) hours
to the PAD Committee
Chairperson, and written
notification postmarked within the same forty-eight (48) hours
of
the incident being protested.
D. A fee of $50.00 must accompany any protest to the PAD
Committee. This will be returned
if the protest is upheld by the
PAD Committee, or if the decision is overturned by a higher
authority.
E. The PAD Committee shall schedule weekly meetings during the
playing season.
F. The PAD Committee shall hear or consider every matter
submitted at the next scheduled
meeting.
G. The PAD Committee shall maintain complete records (i.e. Game
Report cards, letters of
protest, minutes of hearings and
any correspondence) of each protest. Results will be
reported at each monthly Board of
Managers meeting.

3:09:02 If a team has lost or tied
a scheduled game, that team may not win that game by protest. If a team
which has lost or tied a scheduled game is awarded a favorable protest,
that game will be rescheduled and replayed.

| 3:10 APPEAL
PROCEDURES |
 |
|
3:10:01 An appeal of
any PAD Committee decision shall be handled using the following
procedures:
A. An appeal shall be submitted
in writing and be delivered or postmarked within two (2)
calendar days following the PAD
Committee hearing to the President and PAD
Committee Chairperson.
B. A fee of $50.00 dollars must accompany each appeal. This fee
will be returned if the
appeal is upheld by the Executive
Board, or if the Executive Board decision is overturned
by a higher authority.
C. An appeal will be heard by the Executive Board prior to the
next regular meeting of the
Board of Managers. Four (4)
members will constitute a quorum for handling appeals.
D. A decision regarding each appeal will be reported at the
Board of Managers meeting.

| 3:11 ALCOHOLIC
BEVERAGE PROHIBITION |
 |
|
3:11:01 The use and/or
consumption of any alcoholic beverages, immediately before, during, or
immediately after the playing of any youth soccer game is expressly
prohibited.
3:11:02 Any Player, Team Official, League Official or any other
member of this League who violates this prohibition, shall be subject to
disciplinary action and/or suspension by the PAD Committee of this League. |

| 3:12 INSURANCE |
 |
|
3:12:01 All injuries to
be claimed against the Medical Insurance shall be complete and on the
proper form. All reports of injuries must be submitted to CYSA-N within
thirty (30) days of the injury. |
