SACRAMENTO YOUTH SOCCER LEAGUE
ANNUAL GENERAL MEETING
TUESDAY, MARCH 9, 1999
CALL TO ORDER:
President Kathy Ayala, called meeting to order at 7:50 p.m.
ROLL CALL
Roll call was by sign in sheet and credential check in, all Clubs were in attendance.
APPROVAL OF MINUTES:
February minutes approved with amendments. Listed as 1st Vice President's Report should
be 2nd Vice President's Report. Georgette Brown motioned to approve as amended, second by
Scott
PROPOSALS FOR CHANGES OF THE CONSTITUTION, BY-LAWS, AND/OR RULES AND REGULATIONS:
After discussion of the proposed change, and motion for a friendly amendment to change
period to comma of second paragraph, third sentence and add "which will consist of
one minute, at kick off and for injury with permission of the referee." The change
would read If quarters are elected, substitutions may only be made at the quarter
break, which will consist of one minute, at kick off and for injury with permission of the
referee. M/S/P
ELECTION OF PRESIDENT, 2ND VICE PRESIDENT AND REGISTRAR
Nominations were asked for from the floor, none were presented.
REPORTS:
President Kathy Ayala submitted a written report for people to read.
There was no District Committee report
1st Vice submitted a written report which was handed out.
There are four teams currently on suspension which will carry over into next season:
Southgate Falcons, Greenhaven Galaxy, West Sacramento Aguilas, and Fruitridge Wild Girls.
A discussion of the 1st Vice report regarding the names listed in bold lettering. These
are players that will carry over into next season for red card offenses.
2nd Vice Report has written report which was also handed out. Treasurer submitted
written report. There are Clubs with outstanding bills which will affect their
participating in elections. They are, Clarksburg, Dixon, East Sacramento, Greenhaven,
Valley High and Woodland.
Discussion as to total listed, $39,000. This is not the end of the year balance as the
Club runs on a fiscal year which ended March 31.
Registrar submitted a written report which was passed out to all present.
Sacramento United submitted a written report which was passed out to all present.
Discussion was undertaken of the list of coaches submitted for the 1999 season
approval. Glen Leader motion to accept coaches submitted, motion second. M/S/P
Sacramento United has a website, www.sacunited.com. Remember to also visit the
SYSL website at www.sysl.com This will be a good avenue for Clubs to share information
with each other.
OLD BUSINESS:
There was a suggestion to moving the season back two weeks to allow for rainout days
and take advantage of more daylight for practices. Glen Leader of Greenhaven motion to
start season earlier, Will Smith second. All but four Clubs voted for the season
change. Valley High, Land Park, East Sacramento and Fruitridge opposed. Motion passes to
begin season September 11, 1999. Seeding will take place August 28 and 29th.These dates
are only for the recreational teams. Sac United and Metro teams have different season
dates.
SECRETARY'S REPORT:
There are some Clubs who still have not signed up to host our monthly SYSL meetings.
Will assign East Sacramento to host in August, and Southgate will host the April meeting.*
BALLOTS COUNTED, THERE WERE 38 VOTES, 1 WRITE IN, 37 VOTED FOR THOSE LISTED.
CONSTITUTION CHANGE PASSED:

"A game shall consist of two (2) twenty (20) minute halves with a five (5) minute
half-time. Substitutions will be allowed at a throw in only by the team with possession of
the ball, at a goal kick by either team, for injury with permission of the referee or at
the half time. Teams may elect to play four (4) ten (10) minute quarters. This must
be agreed upon by both coaches at the beginning of the game. If quarters are
elected, substitutions may only be made at the quarter break, which will consist of
one (1) minute, at the kick off, or with permission of the referee for an injury. The coach
may not enter the field and the players who are to remain in the game may not leave
the field during the quarter break."
METRO REPRESENTATIVE'S REPORT:
Jim Waits submitted a written report regarding Metro rules. There will be a meeting for
all coaches interested in Metro on Monday, March 15, 1999, 7:30 p.m. at Johnnies Sidewalk
Pizza in West Sacramento. Interested teams must have a representative present at this
meeting.
COMMITTEE REPORT:
Standings information has been submitted so pins are now ready for Dixon, West
Sacramento and Tahoe Park. Clarksburg will design our SYSL pin this 1999-2000 season. A
suggestion was made that the Club hold a contest for the players to submit a drawing for
the pin and the Club board will vote on a winner. The winner should be given recognition
by a gift certificate. Glen motioned that a $25.00 gift certificate be given by SYSL,
Scott second the motion.
Amendment suggested by treasurer that a check be given instead of a certificate. Agreed to
amend. M/S/P
A question was asked as to whether the City would be charging for use of fields. All
permits are in and there hasn't been a discussion so at this time no fees charged.
Fruitridge will be holding an information booth at the Cinco de Mayo festival in
Sacramento and is willing to handout flyers for other Clubs submit copies to Club Manager.
Land Park has a problem with game scheduling. Their older age groups are scheduled
earlier and this runs over into the younger age group times which causes a problem with
referee scheduling. This will have to be reviewed.
Motion made to cancel gripe night. Vote taken, 8 Clubs voted against. 6 voted for the
motion failed.
The Land Park Club had sent out a yearbook listing players names and telephone numbers.
This information got into the hands of some shady character who attempted to contact some
of the players. This is a heads up for other Clubs in preparing rosters for handout. Be
careful as to who may have access.
GOOD OF GAME:
A Thank You to the coaches in Sac United who have allowed kids to move up to the
Competitive teams.
There are still some tickets available for the July 4 semi-final for the women's team
at Stanford.
The Sacramento Knights season will begin August 8. First game is against the Dallas
Sidekicks. Five European teams have signed up this season.
Michelle has pointed out that SYSL is hosting tournaments at Cherry Island for U19
girls and boys for Class 3. On the 27th and 28th the U14 State Cup will be hosted at
Cherry Island.
